It is very clear that you have no idea what WP:NOTABILITY and WP:GNG standards are. None of these sources comes close to satisfying that standard. It's been literally years now and dozens and dozens and dozens of reminders, hints, pieces of advice, explanations, etc., and you still waste time by submitting drafts like this one. It could be. With all due respect, it's a little strange that you point this out more than once. I know it's your duty, and I thank you for that and for all your guidance in helping me improve. But in terms of learning, I consider myself on WIKIPEDIA, since I was unblocked. Before that, it was another story I don't want to repeat, and I'm not proud of it. But I want to point out that in the last eight months, I've created 36 drafts on various topics and they have been approved and made into articles, including six about soccer players. This tells me, I have some insight of WP:NOTABILITY and WP:GNG. Plus, if you look at my approved and disapproved drafts, they're much better in many respects than those created before the block. I agree that I need to improve my drafts regarding soccer players to be approved and I will continue doing all my efforts to be better and better. You should know that. You've been editing long enough. Again, for the 10th time, read WP:NOTNEWS. A team not signing players is not relevant to an article about a manager, and in almost all cases it's also not relevant to the club. Why would it be important for someone interested in a club to know that the club did not sign a player, unless there is something remarkable and long lasting about the circumstances that resulted in the lack of a signing—a FIFA fine or ban, the club going bankrupt because of the signing, etc. Also, "big" players is a subjective term. They might seem "big" to you, but that doesn't mean that they are "big" to anyone else. In any case, though, the fact that the club did not sign them makes the whole thing irrelevant. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process.
