Kindly let me know where the references are lacking. I have added government sites(https://hib.gov.np/en/pages/former-chairman) so that the data can de verified . Also I have added government site where article is published (https://www.nrb.org.np/contents/uploads/2019/12/Vol27-2-art6.Fiscal_Federalism_Uma_Shankar.pdf).
Kindly help me to get this article published.

Can you please elaborate on what is considered "advertisement-like"? I've already removed a lot of content from the original version. Is there a particular section you feel still crosses the line?

I’ve also compared this draft to other CMS/DXP articles (like Sitecore and Umbraco), and I wouldn’t classify my writing as more promotional than those. Would you be willing to provide a little more specific guidance?
