File permission problem with File:Dr Khuong Huu Long Health Minister.jpg

[edit]

Thanks for uploading File:Dr Khuong Huu Long Health Minister.jpg. I noticed that while you provided a valid copyright licensing tag, there is no proof that the creator of the file has agreed to release it under the given license.

If you are the copyright holder for this media entirely yourself but have previously published it elsewhere (especially online), please either

  • make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or
  • Send an email from an address associated with the original publication to permissions-en@wikimedia.org, stating your ownership of the material and your intention to publish it under a free license. You can find a sample permission letter here. If you take this step, add {{OTRS pending}} to the file description page to prevent premature deletion.

If you did not create it entirely yourself, please ask the person who created the file to take one of the two steps listed above, or if the owner of the file has already given their permission to you via email, please forward that email to permissions-en@wikimedia.org.

If you believe the media meets the criteria at Wikipedia:Non-free content, use a tag such as {{non-free fair use}} or one of the other tags listed at Wikipedia:File copyright tags#Fair use, and add a rationale justifying the file's use on the article or articles where it is included. See Wikipedia:File copyright tags for the full list of copyright tags that you can use.

If you have uploaded other files, consider checking that you have provided evidence that their copyright owners have agreed to license their works under the tags you supplied, too. You can find a list of files you have created in your upload log. Files lacking evidence of permission may be deleted one week after they have been tagged, as described in section F11 of the criteria for speedy deletion. You may wish to read Wikipedia's image use policy. If you have any questions please ask them at the Media copyright questions page. Thank you. ~ Rob13Talk 21:55, 28 December 2017 (UTC)[reply]

License tagging for File:LocKhuong-Professional.jpeg

[edit]

Thanks for uploading File:LocKhuong-Professional.jpeg. You don't seem to have indicated the license status of the image. Wikipedia uses a set of image copyright tags to indicate this information.

To add a tag to the image, select the appropriate tag from this list, click on this link, then click "Edit this page" and add the tag to the image's description. If there doesn't seem to be a suitable tag, the image is probably not appropriate for use on Wikipedia. For help in choosing the correct tag, or for any other questions, leave a message on Wikipedia:Media copyright questions. Your user page

[edit]

Hello, and welcome to Wikipedia. Your user subpage at User:Fkhuong may not meet Wikipedia's user page guidelines because userpages that look like articles run the risk of being deleted per speedy deletion criterion U7 or even WP:FAKEARTICLE.. It is intended for basic information about yourself, your interests and goals as they relate to editing Wikipedia, as well as disclosures of conflicts of interest and paid editing. Although a lot of freedom is allowed in personalizing your user page, it is not:

The user page guidelines have additional information on what is and what is not considered acceptable content. Please use your user sandbox or the draft article space to practice editing or to create new articles. Thank you. -- Marchjuly (talk) 12:52, 23 November 2025 (UTC)[reply]

Hi Fkhuong. Your userpage is not really the best place to work on a draft for an article. I suggest you create a draft page via Wikipedia:Articles for creation and then copy-paste the content from your userpage into the draft. Once you've done that you can WP:BLANK your user page or replace the existing content with something that's in accordance with Wikipedia's user page guidelines. The longer you want to do this, the greater the chance that someone will tag your userpage for speedy deletion. -- Marchjuly (talk) 13:08, 23 November 2025 (UTC)[reply]

Information icon Hello, Fkhuong. We welcome your contributions, but if you have an external relationship with the people, places or things you have written about on the page User:Fkhuong, you may have a conflict of interest (COI). Editors with a conflict of interest may be unduly influenced by their connection to the topic. See the conflict of interest guideline and FAQ for article subjects for more information. We ask that you:

In addition, you are required by the Wikimedia Foundation's terms of use to disclose your employer, client, and affiliation with respect to any contribution which forms all or part of work for which you receive, or expect to receive, compensation. See Wikipedia:Paid-contribution disclosure.

Also, editing for the purpose of advertising, publicizing, or promoting anyone or anything is not permitted. Thank you. -- Marchjuly (talk) 12:54, 23 November 2025 (UTC)[reply]

If you're trying to create a Wikipedia article about someone you have more than a simply casual personal or professional relationship with, you probably should take a close look at Wikipedia:Conflict of interest (COI) and familiarize yourself with relevant Wikipedia policies and guidelines regarding COI editing. You can work on draft for such an article if you want, but you should do so using the Wikipedia:Articles for creation process. -- Marchjuly (talk) 13:14, 23 November 2025 (UTC)[reply]

Dr. Loc Khuong ca ne contacted at (Redacted) Fkhuong (talk) 14:30, 23 November 2025 (UTC)[reply]
Thank you for clarifying your relationship with the person you're trying to create a Wikipedia article. Since you're the subject's brother, you would most certainly be considered to have a conflict of interest (COI) regarding him by Wikipedia. This doesn't necesarily mean you can't try to create an article about him, but it does mean you should do so in accordance with Wikipedia's COI guidelines if you want to have any hope of success. There's more information on this the template I added above. You might also want to take a look at Wikipedia:Ownership of content and Wikipedia:An article about yourself isn't necessarily a good thing too. In addition, the fact that you're trying to create an article about your brother or that your brother has given you permission to do so doesn't grant you any special privileges when it comes to Wikipedia. If you're able to clearly establish you're brother meets Wikipedia:Notability, a draft about him has a good chance of being approved as an article; if, though, you're unable to etablish that your brother is Wikipedia notable, then it matters not who's trying to create the article because it's unlikely to ever be accepted. It also makes no difference that you've donated to Wikipedia in the past; it's great if you did do so and thank you for that, but people who donate to Wikipedia don't get any special priviledges when it comes to creating articles. Donating and creating an article are 100% unconnected and donating plays no part in the draft approval process.
Another thing about Wikipedia is that it's made up entirely of volunteers. The Wikimedia Foundation WMF does have professional staff that help with keeping Wikipedia upon and running from behind the scenes, but the WMF plays no part in the editing of existing articles, the creating of new articles, the monitoring or article content (texts and images), etc.; the WMF has left those things up to the Wikipedia:Community to do. Everything on Wikipedia needs to be done in accordance with its various policies and guidelines, and applying/enforcing these policies and guidelines is, in principle, the responsibility of all Wikipedians. The is no central editorial committee or management board per se; so, there's no one single person or group of persons who has final decision making authority when it comes things like approving edits or drafts. Wikipedia is a collaborative editing projects where decisions are made by Wikipedia:Consensus for the most part, except for some certain specific cases. I'm pointing all of this out because you posted your or your brother's email address and telephone number in several of the posts you made early today on this talk page (this information, by the way, has been removed as a precaution by a Wikipedia oversighter for the reasons given in Wikipedia:Wikipedia is in the real world) asking people to contact you, but that is simply something that is most likely not going to happen. You're free to ask for help on Wikipedia (e.g. at the Wikipedia:Help desk) if you want, but you shouldn't expect others to contact you by phone or by email because that's really not how Wikipedia works.
As for the images you uploaded to Wikipedia and Wikimedia Commons, you might want to take a look at c:Commons:Licensing for reference. Both Wikipedia and Commons require that content be licensed in a particular for it to be OK to host, and both require some formal way of verifying that the copyright holder of the content has given their WP:CONSENT for their work to be released under such a license. When it comes to photos, the person who takes the photo, not the subject of the photo, is typically considered the copyright holder of the photo. So, if you didn't take the photos you uploaded, you can't upload them as your "own work" and release them under a copyright that Wikipedia and Commons accept. Similarly, if your brother didn't take the photos himself (which seems likely with respect to most of the photos you uploaded), his permission doesn't matter to Wikipedia or Commons since he's not the copyright holder of the photo. If you didn't take the photos yourself, then you should follow the guidance given in c:Commons:Uploading works by a third party.
If you've got any further questions about Wikipedia in general, you can ask them at Wikipedia:Help desk or Wikipedia:Teahouse. If you've got specific questions about conflict-of-interest editing, you can ask them at Wikipedia:Conflict of interest/Noticeboard. If you've got questions about the draft you've submitted to Wikipedia Articles for Creation for review, you can ask them at Wikipedia:WikiProject Articles for creation/Help desk. Finally, if you've got questions about image copyright or files you've uploaded, you can ask them at Wikipedia:Media copyright questions for Wikipedia or c:Commons:Village pump/copyright for Commons. -- Marchjuly (talk) 08:37, 24 November 2025 (UTC)[reply]

Your submission at Articles for creation: Lộc Hữu Khương (November 23)

[edit]
Your recent article submission to Articles for Creation has been reviewed. Unfortunately, it has not been accepted at this time. The reasons left by SafariScribe were:
This submission is not adequately supported by reliable sources. Reliable sources are required so that information can be verified. If you need help with referencing, please see Referencing for beginners and Citing sources.
This submission's references do not show that the subject qualifies for a Wikipedia article—that is, they do not show significant coverage (not just passing mentions) about the subject in published, reliable, secondary sources that are independent of the subject (see the guidelines on the notability of people). Before any resubmission, additional references meeting these criteria should be added (see technical help and learn about mistakes to avoid when addressing this issue). If no additional references exist, the subject is not suitable for Wikipedia.
Please check the submission for any additional comments left by the reviewer. You are encouraged to edit the submission to address the issues raised and resubmit after they have been resolved.

If this is the first article that you have created, you may want to read the guide to writing your first article.

You may want to consider using the Article Wizard to help you create articles.

A tag has been placed on Draft:Lộc Hữu Khương, requesting that it be speedily deleted from Wikipedia. This has been done under section G11 of the criteria for speedy deletion, because the page seems to be unambiguous advertising which only promotes a company, group, product, service, person, or point of view and would need to be fundamentally rewritten in order to become encyclopedic. Please read the guidelines on spam and Wikipedia:FAQ/Organizations for more information.

If you think this page should not be deleted for this reason, you may contest the nomination by visiting the page and clicking the button labelled "Contest this speedy deletion". This will give you the opportunity to explain why you believe the page should not be deleted. However, be aware that once a page is tagged for speedy deletion, it may be deleted without delay. Please do not remove the speedy deletion tag from the page yourself, but do not hesitate to add information in line with Wikipedia's policies and guidelines. If the page is deleted, and you wish to retrieve the deleted material for future reference or improvement, then please contact the deleting administrator. Safari ScribeEdits! Your submission at Articles for creation: Lộc Hữu Khương (November 23)

[edit]
Your recent article submission to Articles for Creation has been reviewed. Unfortunately, it has not been accepted at this time. The reason left by Significa liberdade was:
This submission does not appear to be written in the formal tone expected of an encyclopedia article. Entries should be written from a neutral point of view, and should refer to a range of independent, reliable, published sources. Please rewrite your submission in a more encyclopedic format. Please make sure to avoid peacock terms that promote the subject.
Please check the submission for any additional comments left by the reviewer. You are encouraged to edit the submission to address the issues raised and resubmit after they have been resolved.

Hello, Fkhuong, and welcome to Wikipedia! Thank you for your contributions.

I noticed that one of the first articles you edited appears to be dealing with a topic with which you may have a conflict of interest. In other words, you may find it difficult to write about that topic in a neutral and objective way, because you are, work for, or represent, the subject of that article. Your recent contributions may have already been undone for this very reason.

To reduce the chances of your contributions being undone, you might like to draft your revised article before submission, which will be reviewed by other editors. See our help page on userspace drafts for more details. If the page you created has already been deleted from Wikipedia, but you want to save the content from it to use for that draft, don't hesitate to ask anyone from this list and they will copy it to your user page.

One rule we do have in connection with conflicts of interest is that accounts used by more than one person will unfortunately be blocked from editing. Wikipedia generally does not allow editors to have usernames which imply that the account belongs to a company or corporation. If you have a username like this, you should request a change of username or create a new account. (A name that identifies the user as an individual within a given organization may be OK.)

In addition, if you receive, or expect to receive, compensation for any contribution you make, you must disclose your employer, client, and affiliation to comply with our terms of use and our policy on paid editing.

Your submission at Articles for creation: Lộc Hữu Khương (November 23)

[edit]
Your recent article submission to Articles for Creation has been reviewed. Unfortunately, it has not been accepted at this time. The reason left by Theroadislong was:

Files on Commons

[edit]

Hi @Fkhuong, I saw that your uploaded files on Commons were deleted. Don't worry, this is because you did'nt submit evidence that you are the owner of these photos or the owners permit you to upload these photos. I suggest that you can collect evidence and permissions, then you can contact Volunteer Response Team to restore those files. 源義信 (talk) 05:46, 25 November 2025 (UTC)[reply]

And if you own or you know the onwer of the website khuong-huu.com, maybe you can release or ask him to release the copyright of old photos on that website so that they can be restored on Commons. 源義信 (talk) 05:51, 25 November 2025 (UTC)[reply]
What's suggested above only will work if the owner/operator of the website is also the copyright holder of the photos: remember the person who takes a photo is typically considered to be its copyright holder, not the person who uploads the photo to Commons or any other website.
@Fkhuong: if the owner/operator of khuong-huu.com is the copyright holder of the photos you uploaded to Commons, and they want to make it known on their website that they're releasing the photos under a license that's acceptable per c:COM:L, then they can do so as explained in c:COM:VRT#When contacting VRT is unnecessary and the files can possibly be restored by making a c:COM:REFUND request. However, if there's reasonable suspicion of c:COM:LL, the files probably won't be restored and the copyright holder may need to send a c:COM:CONSENT email to Wikimedia VRT instead. -- Marchjuly (talk) 07:04, 25 November 2025 (UTC)[reply]
