You also provide two good sources, but in my opinion, you’re still a little light on sources for proving notability. Sources for notability need to be reliable, independent, secondary sources, which talk about the subject at length, and are not simply routine announcements. Unfortunately, the source you provided, while good, tend towards being announcements. If you could come up with say 2 more sources that talk ABOUT the cabinet, rather than just saying who they will be, then this article would be much easier to approve.
