Preliminary comments

I think the History section assumes too much meterological knowlege for a layman to be expected to appreciate it, and seems to take too much from the technical sources verbatim. I'm not a meterologist though so perhaps not the target audience. Perhaps use reference tooltips to explain some of the more obscure terms (eg "small microwave eye feature" "deep convective band")

The Preparation section would be better ommitting redundant details. For example, "DILG Secretary Jonvic Remulla ordered all local government units threatened by Toraji to implement mandatory evacuations." would be better stated as mandatory evacuations were ordered. Readers can follow the citations for the details.

For these reasons I think the article is currently failing on unnecessary detail overall. Also given the subject matter, it would be better with some illustrations of damage (preferably before/after photos if possible).

Along with these, we can trim technical details in the 2nd paragraph of the lead. Minor thing - refer to MOS:TIME and add nbsp in time. Be careful of overlinking, too.
