Can you give me advise on how to get this article approved? Not much is writted about him and his contributions are rarely mentioned; but some of the correspondence that survived and kept at National Library of the Philippines shows he's due the recognition he deserves. I'm not exactly sure of what info exists about him, but I can point you to some guides on writing articles, and the policies around it. Firstly, Wikipedia:Neutral point of view, which is needed in that article as it not exactly in a netural tone. Regarding the sources, one needs to prove Wikipedia:Notability (people) referencing sources which significantly cover the subject, and not just some passing mentions.
