Hi there! I've had a long-time interest in the topic since around 2013, when I began watching typhoon warnings in the news as a 6 year old. I'm fascinated with the display of the forces of nature (and nature in general, really), as well as our ability to predict/forecast them. Recently my focus has been on subtropical cyclones (or any oddball/in-between weather systems), since despite them forming frequently in my region (Western Pacific, near Japan), there isn't much research done about them in my country, meaning there's much more for us to learn. I'm planning to add dozens more typhoons from the 9th to 19th centuries in the short term. That's a good question. A lot of journal articles are compatibly licensed nowadays, and if they are, it will say so somewhere on the document. For this particular article, I could not locate the license anywhere on the webpage you used in your citation. However, if you click on the link to look at the pdf, you will see the license information at the bottom of the first page. (That's a typical place it will be found.) I did not have to download the pdf for this one, but occasionally I do.

1. I think that storm can be included in each of the regional articles, while mentioning that the storm affected other areas. In the China article, for instance, you could say something like: "In 1650, storm surges from a typhoon affected Shanghai and Zhejiang. This storm also struck Japan and produced flooding in Seoul." In the List of Pacific typhoons before 1850 article, listing all the affected regions and brief summaries of the effects should be fine.
2. In that case, the article should probably be split by century (List of China typhoons (1400-1499), for example), which is how the Atlantic hurricane season articles are organized before 1800.
3. Thanks for the new sources! I will be looking into them soon.

As for notability, you can ignore the entries with the comment "marginal" since they are less likely to be notable. The "maybe," "tedious" and "painstaking" entries are likely notable, as I've found multiple independently published papers via SIMBAD (the comments simply detail the amount of reading I'd have to do to create an article, so the "tedious" and "painstaking" entries usually have more abundant coverage in research papers than the "maybe" entries).
