The Robert C. Byrd Center for Congressional History and Education is a nonprofit, nonpartisan organization based at Shepherd University in Shepherdstown, West Virginia. Founded in 2002 as the Robert C. Byrd Center for Legislative Studies, the institution was renamed in 2016 to reflect a broader mission emphasizing civic education and constitutional literacy. The Center maintains congressional archives, provides educational programs, and supports research focused on the United States Congress and the United States Constitution.
History
[edit]In the mid-1990s, colleagues and supporters of Senator Robert C. Byrd formed the Congressional Education Foundation, Incorporated, with the goal of promoting civic education and studying the history of the United States Congress. This foundation later created the Robert C. Byrd Center, which opened its facility at Shepherd University in 2002 and was dedicated by Senator Byrd. In 2016, the Center was renamed to reflect its expanded mission emphasizing civic engagement and constitutional education.[1][2]
Collections and Archives
[edit]The Center houses archival collections from Senator Robert C. Byrd, West Virginia congressional members Harley O. Staggers Sr. and Jr., Alan Mollohan, and congressional administrators including Scott Faulkner and Ray Smock. These collections document legislative activities and policy developments spanning several decades, focusing on the representation of West Virginia in Congress. The archives are accessible to researchers, educators, and the public.[3]
Programs
[edit]The Center organizes educational and public programming on topics related to congressional history, the U.S. Constitution, and civic engagement. These include:
- Constitution Day lectures
- Academic symposia
- Teacher training workshops
- Model Congress events
- Public forums and film screenings
Since 2023, the Center has participated in initiatives aimed at improving civics education in West Virginia through programs supporting social studies teachers.[4][5]

Governance
[edit]The Robert C. Byrd Center is overseen by the Congressional Education Foundation, Incorporated, a nonprofit organization chaired by Walter J. Stewart, former Secretary of the United States Senate. The Foundation’s board of directors includes historians and former congressional officials, such as Ray Smock, former Historian of the United States House of Representatives and founding director of the Center, and Donald A. Ritchie, former Historian of the United States Senate.[9] As of 2024, the Center is directed by Zachary Dougherty.[10][11]
Mission
[edit]The Center's mission is to promote understanding of the United States Congress and the United States Constitution through educational programming, archival preservation, and research to foster informed civic participation.[12]
