The symbol which is used on the US Congress page, and indeed this wikiproject is in my opinion quite outdated. I cannot find much information on its origin outside of this page (which is a similar but different symbol to begin with), and otherwise I can't find much proof that this is used officially, let alone an actual seal. I've found it used here and here, but these uses are quite casual and unofficial, and now quite dated. I don't think its right that Wikipedia uses a symbol so prominently, and I think it might be more appropriate that it is removed.
