When the President acts with Congressional authorization, express or implied authority from Congress, "his authority is at its maximum . . . can be read in a grammatically correct way, but that makes the sentence awkward. "express or implied authority from congress" is qualifying & elaborating "Congressional authorization" but using "authority" reduntantly and interrupting the surrounding clauses which are dependent on each other.

Cases in which the President was defying congressional orders "his power is at its lowest ebb." is just 2 clauses concatenated without being grammatically joined, and breaks the pattern of bullets beginning with "When the President . . ."

the full quotes are effective, the only reason i would reconstruct them as partial quotes would be to condense or elaborate, but i don't think that is necessary. don't mind my grammar in this talk. 66.207.78.146 (talk) 01:55, 2 September 2025 (UTC)[reply]
