Based on a couple of the interviews I think he might be borderline notable if additional sources can be found. However, the article is not really suitable for Wikipedia in its current form; a weather forecaster is expected to be in the media, so an extensive list of forecasts is not really needed. If the article is to be accepted it needs to be trimmed down to the objective facts, and only if there is a reliable source for them.
