To clarify:
No, the image is not in the public domain, nor does it have a clearly stated free license on the ARVES website. Therefore, it cannot be uploaded to Wikimedia Commons.
However, since the image is used only for identification in a biographical article, I will upload it locally to English Wikipedia under a non-free use rationale, using the tag {{Non-free biog-pic}}.
This is compliant with Wikipedia's fair use policy, and I will ensure all requirements are correctly filled.
