Hello. Notability is tricky. It looks like you got some good advice at the Teahouse. If you're having trouble accessing a resource or source, you could ask at WP:Resource request and editors will help you out with getting access. Basically, your draft is ready to publish when you are convinced it is well-written and meets the notability standard - in this case, probably either WP:GNG or WP:NACADEMIC. There's no specific amount of sources required, but a good rule of thumb is 3-4 secondary, reliable sources that cover Seligman or his work in depth (i.e. more than a mere mention).
