Introduction

Conservatism is a cultural, social, and political philosophy and ideology that seeks to promote and preserve traditional institutions, customs, and values. The central tenets of conservatism may vary in relation to the culture and civilization in which it appears. In Western culture, depending on the particular nation and the particular time period, conservatives seek to promote and preserve a range of institutions, such as the nuclear family, organized religion, the military, the nation-state, property rights, rule of law, aristocracy, and monarchy.

The 18th-century Anglo-Irish statesman Edmund Burke, who opposed the French Revolution but supported the American Revolution, is credited as one of the forefathers of conservative thought in the 1790s along with Savoyard statesman Joseph de Maistre. The first established use of the term in a political context originated in 1818 with François-René de Chateaubriand during the period of Bourbon Restoration that sought to roll back the policies of the French Revolution and establish social order.

Conservatism has varied considerably as it has adapted itself to existing traditions and national cultures. Thus, conservatives from different parts of the world, each upholding their respective traditions, may disagree on a wide range of issues. One of the three major ideologies along with liberalism and socialism, conservatism is the dominant ideology in many nations across the world, including Hungary, India, Iran, Israel, Italy, Japan, Poland, Russia, Singapore, and South Korea. Historically associated with right-wing politics, the term has been used to describe a wide range of views. In politics, Right, right-wing and rightist generally refer to support for a hierarchical society justified on the basis of an appeal to natural law or tradition. To varying degrees, the Right rejects attempts to mandate egalitarian policies through legislation by left-wing politics. Conservatives prefer to endorse the belief in equality of birth rather than equality of outcome. This belief is based on the viewpoint that equality of outcome, or forcing equality through statute and quota, is inherently detrimental to the human spirit; that people are best left to rise to their own natural success based on talent and hard work. Equality of birth refers to the conservative doctrine, adopted since the civil rights movement, that all persons are born equal, wherein equality of outcome is opposed by conservatives because of is inherent punishment of hard work and talent. This concept is closely related to the dichotomy of negative vs. positive liberty with conservative preferring negative liberty. The terms Right and Left were coined during the French Revolution, referring to seating arrangements in parliament; those who sat on the right supported preserving the institutions of the Ancien Régime (the monarchy, the aristocracy and the established church). Use of the term "Right" became more prominent after the second restoration of the French monarchy in 1815 with the Ultra-royalists. Right-wing politics is a more loosely defined term than left-wing politics, because it largely developed as a response to its leftist counterpart. Historically, the right-wing was mostly made up of traditionalist conservatives and reactionaries, but it now includes liberal conservatives, classical liberals and Christian democrats as well as some nationalists.

I shall ever seek to confer the greatest happiness upon the greatest numbers, and I conscientiously believe that in advocating triennial Parliaments and vote by ballot, I am labouring to promote this desirable end. As a statesman I should say that it is impossible to refuse popular demands well matured and energetically supported. If so, let the people be fitted to discharge the functions reposed in them; and, as the means to this great end, I would unflinchingly advocate the repeal of the taxes on knowledge, because, though we admire and enjoy the liberty of the press, yet we feel its tyranny. Now, taxed as it is, it requires a large capital to carry on a newspaper, and its interests once established by a large circle of readers, and by an immense supply of advertisements, it bids defiance to the small capitalists who would embark in an untaxed competition, but are now overwhelmed by the oppressive impost laid on by Government.

La Gaceta was established on August 4, 1912, by Alberto García Hamilton, an Uruguayan publisher who left for neighboring Argentina following a political dispute. La Gaceta earned a reputation for conservatism, and was opposed to populist leader Hipólito Yrigoyen during the 1920s, as well as to the pro-development administration of Arturo Frondizi, who had the paper censored in 1960.
