The Saudi Investment Marketing Authority is a government body in Saudi Arabia established by a decision of the Council of Ministers on 2 August 2022.[1][2] The Authority has legal personality, financial and administrative independence, and is linked organizationally to the Minister of Investment. Its headquarters is in Riyadh, and it may establish branches or offices inside or outside the Kingdom by decision of the Council, if required.[3]

Objectives

The Authority’s stated objectives include coordinating efforts among relevant entities, overseeing activities related to investment marketing, and facilitating cooperation between the public and private sectors. It is also tasked with identifying and presenting investment opportunities, and with developing the programs, projects, and incentives needed to support investment in line with the policies and plans of the Ministry of Investment. The Saudi Investment Marketing Authority is responsible for promoting and facilitating investment in the Kingdom. Under the National Investment Strategy, the target for foreign direct investment (FDI) has been set at over $3.2 trillion by 2030.[4]

Functions

The Authority’s functions include:

  • Supporting investment marketing activities of government entities and the private sector.
  • Managing the unified national identity for investment marketing in coordination with the Ministry of Investment and other entities.
  • Operating and periodically updating the Invest in Saudi electronic platform in cooperation with the Ministry and relevant agencies.
  • Preparing domestic and international marketing plans and programs for investment.
  • Organizing or participating in marketing campaigns, conferences, forums, and exhibitions, both domestically and internationally, in coordination with the Ministry.
  • Developing media plans related to investment marketing.
  • Conducting statistical surveys and key performance indicators relevant to investment.
  • Consulting with experts and specialists from local and international organizations in areas within its mandate.
  • Supporting partnerships between local and foreign investors in line with development goals.
  • Approving investment marketing initiatives proposed by government entities and providing technical support for participation in related events.
  • Cooperating with regional and international organizations and peer institutions in its field of competence.
  • Joining relevant international organizations and associations.
  • Representing Saudi Arabia in international forums related to its mandate.
  • Preparing studies, research, and periodic reports relevant to its sector.[5]

Board of Directors

The Authority is overseen by a board of directors chaired by the Minister of Investment. The board includes up to four representatives of government entities connected to the Authority’s activities, and three members from the private sector with relevant expertise, appointed by the Prime Minister upon the chairman’s recommendation.[6]

Invest in Saudi Platform

Invest in Saudi is an online platform that provides information about investment opportunities and the business environment in Saudi Arabia.[7] It represents the unified national identity for investment marketing under a Royal Decree issued in 2019 (1441H). The platform was developed and launched as part of initiatives under Saudi Vision 2030.

The platform outlines investment-related systems, principles, and policies in the Kingdom. It provides information on the investment environment, including equal treatment of Saudi and non-Saudi investors, protection of investment property, sustainability measures, and the procedures established for handling investor complaints.[8]
