Justinian Dispenza (born 1990) is an American environmental activist, documentary filmmaker, educator, and former municipal official. His documentary films have been selected by multiple regional film festivals. Dispenza served on the Galena, Maryland Town Council and was a candidate for Lieutenant Governor of Maryland in the 2022 Democratic primary.

Early life and education

Dispenza was born in 1990 and later spent part of his early career living and working in China, where he produced environmental documentary media projects focused on ecological education and sustainability. This international work informed his later focus on environmental advocacy and community-based education in the United States.[1]

Dispenza was elected to the Galena, Maryland Town Council, where he served alongside fellow councilmember Tyler Carpenter. His tenure focused on local governance and community issues in Kent County, Maryland.[2]

Statewide politics

In the 2022 Maryland gubernatorial election, Dispenza was selected as the Democratic nominee for Lieutenant Governor on the ticket headed by philosopher and activist Jerome Segal. The campaign emphasized progressive economic policy, environmental protection, and social justice.[3][4]

Environmental activism

Dispenza is a co-founder of the Eastern Shore Permaculture Institute, an organization based on Maryland’s Eastern Shore that promotes sustainable living, permaculture education, and community resilience. According to independent press coverage, the institute hosts workshops and community events focused on sustainable agriculture, ecological stewardship, and local food systems.[5]

  • Looking Inward: Black History & the Arts (2023) – A documentary exploring African American history, art, and cultural expression in Kent County, Maryland. The film was officially selected by several regional film festivals.[9]

Get on the Bus! received official selections at several film festivals, including the Ocean City Film Festival, Bill Johnson Black Film Festival, DMViFF, LightReel Film Festival, Chesapeake Film Festival, North Beach American Film Festival, Utopia Film Festival, and Prince George's Film Festival.[10]

Looking Inward: Black History & the Arts was officially selected for the Ocean City Film Festival, Maryland International Film Festival, DMViFF, LightReel Film Festival, Rehoboth Beach Regional Film Showcase, North Beach American Film Festival, and Utopia Film Festival.[11]
