Deletions

What does "If neither are the case then the normal procedure can be followed without being impaired." mean? What does "neither" refer to? The previous paragraph seems to refer to various cases, but doesn't obviously provide two alternatives. What "normal procedure?" PROD? AFD? Speedy?
