Wikipedia is not a law library. It is not an index of every statute to have ever been passed by a legislature.
Some legislation may be sufficiently discussed in outside sources to warrant inclusion on the encyclopedia. In the coverage of the legislation, it should stick to what is discussed in reliable, secondary sources. It should not include indepth coverage of every provision of the statute, unless truly every provision is discussed by the aforementioned sources.
