I've moved that to Draft:Unionville Meadows so you can work on it. It needs references as a link to another Wikipedia article does not count as a source. You need independent references that show why it's notable. In addition you need context. Is it an area of the town or a building. It's not clear. Please consider expanding the stub article you created on Papineau Gérin-Lajoie Le Blanc, a quick online search finds that reliable sources exist. It was just deleted 2 days ago then recreated, however it's at risk of being nominated for deletion through AfD in its current state, since at this time it does not seem to meet WP:NCORP.
