There are no specific notability criteria for sailors (that I'm aware of at least), hence it's difficult to say whether the achievements listed* are enough to make this person inherently notable. General notability per WP:GNG is certainly not established by the mostly primary sources (and one secondary source, with only a passing mention) cited.
  • The achievements shown in the medal record table do not appear to be supported by any of the sources, and are not referenced through footnote citations, therefore I cannot verify them. The same goes for the personal details such as DOB, which directly contravenes the BLP rules (see eg. WP:DOB). Please ensure that all material statements are supported by reference to reliable sources.
