I know know how to format this article. What I lack is the ability to speak/read Romanian, and I have no subject matter expertise. But I would be happy to work with you to improve the article. The notability guidelines that are relevant here are WP:ACADEMICS. I did considerable editing, removing a section that was overly promotional (and could get the article deleted). However, I put that section on the talk page since some of the references might be needed. The external links is not for sources that cite him, but for sources of his or about him. I left his home page and his listing in ROPHIDAS, which are appropriate there. I saw on the talk page discussion of his academic rank. It would be good to put that here (in the native language) because that is an important fact for notability. He doesn't show up much in Google scholar, but I suspect that GS only works for professors in some countries, not all. So we need a way to understand how he meets the guidelines for professors. Also, the refs that I looked at relating to the awards (also important for notability) did not verify the actual awards. Could you find references for those?

I have closed your ANI thread with consensus implemented to Topic Ban you from all pages on or relating to Mircea Itul/Mircua Itu. Effective immediately, any attempt you make to create, recreate, edit, add this name, or otherwise promote Mircea Itul/Mircua Itu will result in administrative action ranging from speedy deletion of the article to blocks against your user account for disruptive editing. A record of your topic ban has been recorded here, and will remain there until such time as the community elects to repeal your topic ban or the Arbitration Committee imposes their own sanctions as a result of an arbitration action.
