Uma Shankar Prasad (Nepali: डा.उमा शंकर प्रसाद) is a Nepali economist, academic, and public policy expert specializing in development economics, fiscal federalism, and multi-sectoral planning. He is an Associate Professor at the Central Department of Economics, Tribhuvan University, and has held key positions in the Government of Nepal, including member of the National Planning Commission and chairperson of the Health Insurance Board.

Early life and education

Prasad was born in Madhav Narayan Municipality, Rautahat District, in Madhesh Province, Nepal. He earned his MA in Economics from Tribhuvan University, followed by MPhil and PhD degrees from the Centre for Economic Studies and Planning at Jawaharlal Nehru University in New Delhi, India. His doctoral research focused on the impacts of Nepal's new economic policies on the fiscal sector and poverty reduction.

Academic and professional career

Prasad began his academic career at CEDA, Tribhuvan University in 2000, later becoming Associate Professor at the Central Department of Economics. He has guided numerous MA, MPhil, and PhD students and has been extensively involved in teaching and policy research.

From 2018 to 2020, he served as the Chairperson of the Health Insurance Board. He also served as a Member of the National Planning Commission in two terms (2019–2022 and 2024), where he contributed to planning in health, federal affairs, sports, water supply, and SDGs.

In addition to academic responsibilities, Prasad has served on various committees including the High-level Cross-Sector Advisory Committee under the Chief Minister of Madhesh Province.

Research and publications

Dr. Prasad has led or participated in over 85 research and consultancy assignments in areas such as public policy, disaster risk management, taxation, education, and socio-economic development. His policy research has informed planning at provincial and federal levels.

He has authored and edited numerous journal articles, policy papers, and books, including:

  • Nepal’s Post LDC Graduation Scenario: An Economic Diplomacy Perspective (2023)
