Can we get a total re-write of this article?

I am really disturbed that such an important aspect of architectural design and engineering has an article in our community that is well below the established Wikipedia standards. I would like to open discussion on how we could get someone with a better expertise on this particular subject to spearhead a re-write. I confess I don't know enough about this to create an article that is comprehensive enough. I would also like to propose a name change as was noted when the article was up for deletion.
