Reading level

Maybe I'm just dense, but this article seems to be very confusing. In a publication or website that specializes in regulatory affairs, this might be appropriate, but here it's just a bunch of jargon. This article's had minimal updates in the almost 16 years since this original topic was posted. It suffers from many of the same issues, and seems to require reasonably expert knowledge to edit. Just as a warning to potential future editors. Corsaka (talk) 15:54, 18 July 2025 (UTC)[reply]
