Content, not length, improves quality

I downgraded this article from C-class to Start-class because of the absence of informative content. If I wanted to read the headings of this criminal code, I could look at the cited document. Where is the informative analysis? Like: When was this code enacted? What body enacted it and which jurisdiction(s) does it apply to? Just because an article is long does not mean it is of good quality. Where are the research papers that provide commentary on the legislation? - Cameron Dewe (talk) 01:54, 1 April 2023 (UTC)[reply]
