  In all honesty, the content at Bait (luring substance) could be expanded beyond what is currently there and not be limited to being a "luring substance". In addition, to your point, a link to Fishing bait is in Bait (luring substance) currently, so readers can navigate to there if they need more specific information about the use of bait in fishing.
