at least he was awarded one of the highest awards of Moldova. This criterion of significance is used for any persons. I added a link to the website of the President of Moldova. And he has both daughters from different wives, not from Victoria. You have incorrectly changed the description. One daughter from Elena Bardo and one from Anastasia Dnestryanskaya.
