José Luis Urrutia Prieto (2 October 1906 – 10 July 1973) was a Chilean farmer, businessman, and politician affiliated with the Liberal Party. He served as Deputy of the Republic for the 16th Departmental Grouping – Chillán, Bulnes, and Yungay – during the legislative periods 1957–1961 and 1961–1965.
Biography
[edit]Born in Santiago on 2 October 1906, he was the son of Juan de Dios Urrutia Rozas and Celia Prieto. He married Ana Sotomayor Pérez Cotapos, and they had two children.[1]
He studied at the Colegio San Ignacio in Santiago. Urrutia initially devoted himself to agriculture in Bulnes until 1932, after which he entered the commercial sector, supplying goods to the Army and the Prison Service. He later became a commodity broker and founded his own trading company, “Chilex Commercial Society,” and operated a poultry farm in San Rafael, Bulnes.[2]
Political career
[edit]A member of the Liberal Party, Urrutia was elected Deputy for the 16th Departmental Grouping “Chillán, Bulnes, and Yungay” in 1957 and reelected in 1961. He served on the Permanent Commissions of Public Works and Internal Police and Regulations and was part of the Liberal Parliamentary Committee in 1957.[3]
He co-sponsored and individually presented numerous legislative motions, several of which became law, including:
- Law No. 12.502 (17 August 1957), establishing a public holiday on 20 August in the province of Ñuble.
- Law No. 14.114 (11 October 1960), authorizing the donation of municipal land for the construction of a police station in Pinto, Yungay.
- Law No. 14.633 (28 September 1961), granting tax exemptions for the importation of an electric organ for the Cathedral of Chillán.
- Law No. 16.148 (30 January 1965), transferring homes to relatives of firefighters from the Santiago Fire Department who died in service.
He also promoted various loan initiatives for municipalities in Tucapel, Yungay, San Nicolás, El Carmen, Bulnes, and Pemuco.
Other activities
[edit]Urrutia served as a counselor of the Pension and Retirement Fund for Municipal Employees (1957–1958). He was a member of the Fifth Fire Company “Arturo Prat” of Santiago, president of the Chilean Horse Breeders Society, and a member of the National Agriculture Society (SNA), the Chilean Poultry Association, the Club de la Unión, and the Club Hípico.
He passed away in San Rafael-Bulnes on 10 July 1973.
