In my belief, this is the most visually powerful representation of the artist that could be found. I have made a reasonable effort to find free alternative photos of this person but he was only regionally well-known in a time where there weren't an abundance of alternative free images to find.
Minimal use (WP:NFCC#3) It's just one biographical image for one article representing the artist's biography.

Again, this person was a regionally successful artist in the late 20th century. Its hard to imagine how using this image would hurt the commercial interests of the owner as they are not a celebrity that would bring in commercial capital.
