Victoria (Vicci) Tucci (1949–2024) was the developer of the Competent Learner Model (CLM), a system of assessment, instruction, and training that aims to improve the participation and independence of children and adults, specifically those with developmental disabilities.# Tucci developed and implemented CLM for over 35 years and the model is implemented in twelve countries and five US states.#
