Draft:The Seville Commitment


The Sevilla Commitment (also known as the Compromiso de Sevilla) was the outcome document of the 2025 4th International Conference on Financing for Development in Seville, Spain. It was adopted by Heads of State and Government on the 30th of June 2025. The conference was chaired by Pedro Sanchez, the president of host country Spain.

The document updates the international consensus on financing for development aid previously agreed to in previous conferences in Monterrey (2002), Doha (2008) and Addis Ababa (2015).

Chapters

The Seville Commitment is a frame of reference for global discussions on issues related to financing for development. It largely follows the chapter structure laid out in the outcome documents of previous conferences of financing for development but differs slightly. The chapters are the following[1]:

  1. A renewed global financing for development framework
  2. Domestic public resources
  3. Domestic and international private business and finance
  4. International development cooperation and development effectiveness
  5. International trade as an engine for development
  6. Debt and debt sustainability
  7. International financial architecture and systemic issues
  8. Science, technology, innovation and capacity building
  9. Data, monitoring and follow up

Process

The outcome document for the Sevilla conference was negotiated through a long consultative process at UN Headquarters in New York, United States. Negotiations were led by 4 co-facilitators on the outcome document appointed by member states: the delegations of Mexico, Nepal, Zambia, and Norway. The co-facilitators were supported in the negotiations by the UN Secretariat, most notably by the Financing for Sustainable Development Office of UN DESA.[2]

The consultative process took place under the form of several formal Preperatory Committee (PrepCom) meetings and several rounds of informal roundtable discussions.[3]

Sevilla Platform for Action

The Sevilla Platform for Action is an initiative, launched during the 4th International Conference on Financing for Development that aims to implement the decisions made in the Sevilla Commitment. During the conference more than 130 concrete pledges and actions were announced in a special event room reserved for such announcements.[4]

FFD4

The Fourth International Conference on Financing for Development took place between the 30th of June and 3rd of July 2024 in Sevilla, Spain. The programme consisted of high level opening and closing sessions, Plenary Sessions of the conference, several Multistakeholder Roundtables, the announcement space for the Sevilla Platform for Action, Special Events, and a plethora of Side Events organised by a range of stakeholders. Alongside the main programme of FFD4 there were also events taking place for the International Business Forum and Civil Society Forum, both in the conference venue and all around Sevilla.
