Stoyan Novakov (Bulgarian: Стоян Новаков; born 30 March 1978) is a Bulgarian transport professional and politician. He served as Deputy Minister of Transport and Communications of Bulgaria between December 2021 and May 2022.[1][2]

Political career

In December 2021, Novakov was appointed as Deputy Minister of Transport and Communications, joining the team of Minister Nikolay Sabev.[3][4]

As Deputy Minister, his responsibilities included road transport, intermodal terminals, and international transport corridors. In interviews, he highlighted the need for sustainable solutions in the transport sector and spoke about regional cooperation with neighboring countries.[5][6]

Novakov’s mandate lasted until May 2022, when he was released from the post.[1][2][7][8] He commented that his dismissal came shortly after submitting a report on port operations at Ruse.[9]

Professional career

Before entering government, Novakov worked extensively in logistics and maritime operations. He began his career in 2001 at Despred AD, a Bulgarian forwarding company, later becoming Regional Manager (2002–2010) with responsibility for port and customs operations in the Black Sea region and Georgia.

Between 2011 and 2012, he managed Novakov’s & Son, a shipping agency active in freight forwarding. From 2012 to 2013 he worked for Meat Team North America, coordinating frozen meat sea transport between Europe, the Americas, and Central Asia.

From 2014 to 2018, he was Director of LPG wholesale sales at EDC AD and managed Agency Novakovi Ltd., a logistics company that executed international projects, including transport for the Saudi Arabian diplomatic complex in Kano, Nigeria.

In 2020–2021, he worked in France with NW Yachting Ltd., managing yacht operations. In 2021, he joined Cargill as a vessel operator, coordinating bulk carrier fleet operations.

Education

Novakov graduated from Veliko Tarnovo University, where he later participated in working meetings and academic initiatives.[10]

Stoyan Novakov was born on 30 March 1978 in Bulgaria. He is married and has three children.
