Slobodan P. Simonović (born 1949) is a Canadian civil engineer and academic recognized for his pioneering work in water resources management, flood risk assessment, and resilience of complex socio-environmental systems. He is known for developing systems analysis methods, operational hydrology tools, and climate change adaptation strategies that have been widely applied in Canada and internationally. Simonović has held senior academic positions at the University of Manitoba and the University of Western Ontario, and has served as a distinguished scholar and professor at several international institutions, including the China Institute of Water Resources and Hydropower Research and Hohai University. He has received numerous awards for his contributions, including the Ven Te Chow Award (ASCE), the Japanese Society of Hydrology and Water Resources International Award, and the Camille A. Dagenais Award (CSCE), and he is a Fellow of the Royal Society of Canada.[1][2]

Early life and education

[edit]

Simonović was born in Belgrade, Serbia (then Yugoslavia) in 1949. He received a B.Sc. in Civil Engineering, specializing in Water Resources Engineering, in 1974, followed by an M.Sc. in Interdisciplinary Studies (Water Resources Systems) in 1977. He earned his Ph.D. in Water Resources Systems Engineering in 1981.[3]

Academic career

[edit]

Simonović began his academic career as a lecturer in Civil Engineering (1980–1981). He later joined the University of Manitoba, serving as Professor in the Department of Civil and Geological Engineering (1992–2000) and Director and Professor at the Natural Resources Institute (1996–2000).[4]

In 2000 he joined the University of Western Ontario, where he served as Professor in the Department of Civil and Environmental Engineering (2000–2019) and held the Engineering Research Chair at the Institute for Catastrophic Loss Reduction (2000–2005). Since 2019, he has been Professor Emeritus at Western and Director of Engineering Studies at the Institute for Catastrophic Loss Reduction.[5]

Internationally, he has been appointed Eminent Scholar of the China Institute of Water Resources and Hydropower Research (2023–2026) and Distinguished Professor at the National Key Laboratory of Water Disaster Prevention, Water Resources and Hydraulic Engineering, Hohai University, Nanjing (2022–2025).[6]

Research and contributions

[edit]

Simonović’s research integrates systems analysis with water resources engineering. His work covers deterministic and stochastic simulation, optimization, and multi-criteria analysis, applied to complex water systems.[3]

Areas of contribution include:

  • Water resources systems analysis – development of simulation and optimization tools for planning and management.
  • Sustainable development and stewardship – frameworks balancing environmental, economic, and social considerations.
  • Operational hydrology and flood control – modeling, forecasting, and design of flood risk management strategies.[7]
  • Hydropower development – sustainability assessments and basin-scale analysis of hydropower impacts.
  • Climate change impacts – evaluating effects on water systems and adaptation of public water infrastructure.
  • Risk and resilience modeling – pioneering approaches to resilience-based decision frameworks for socio-environmental systems.

Awards and recognition

[edit]

Simonović has received numerous awards, including:

  • Ven Te Chow Award, American Society of Civil Engineers.
  • International Award, Japanese Society of Hydrology and Water Resources (first recipient).
  • Distinguished Scholarship Award, Brazilian School of Advanced Studies of Water and Society Under Change, University of São Paulo.
  • Camille A. Dagenais Award, Canadian Society for Civil Engineering.
  • Canadian Consulting Engineering Award of Excellence (International Category) for “Sihu Basin Flood Management”.[5]

He is a Fellow of the Royal Society of Canada, a Fellow of the Canadian Academy of Engineering, and a Foreign Fellow of the Serbian Academy of Sciences and Arts.

Other recognitions include honorary membership in the Milutin Milanković Society (Serbia), the Gold Medal marking the centenary of Milanković’s climate theory (1920–2020), and service on international bodies such as the World Federation of Engineering Organizations Task Group on Disaster Risk Management and the International Joint Commission’s Red River Basin Task Force.
