Rafael Ramos Vilar was a Filipino lawyer and businessman. He was the eldest of seven children of Don Florentino Vilar, former Municipal President of Lopez, and Doña Tecla Ramos of Gumaca.

Early life and education

He began his education under the tutelage of Don Liberato Florido, also a former Municipal President of Lopez. He continued his secondary education and obtained a Bachelor of Arts degree in 1912 at San Juan de Letran in Manila, and a Bachelor of Laws (LL.B) from the University of Santo Tomas in 1916.

Career

Vilar was admitted to the Bar in 1917, and worked as an Assistant Attorney in the office of Don Eusebio Orence, lawyer of the Manila Railroad Company, where he helped and supported the workers.

After a year, he returned to Lopez and founded the Mutual and Political Party and formed the organization Lakas ng Mahihina. Vilar was elected by the people as Representative of the Second District of Tayabas in 1922. He was the first Representative from Lopez and served until 1925.

As Representative, he passed many laws and one of them was the establishment of Bagacay (now Hondagua) as a port of entry so that the towns on the Pacific coast could export copra and other commodities directly to the United States and to ports in other countries.

Personal life

Rafael Vilar married Crispina Maloles of Santo Tomas, Batangas in 1939 and they had three children: Ma. Carmen, Rafael Jr., and Cheli.
