The Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) are biennial state honors of the Philippines. The awards are given by the President of the Philippines to overseas Filipinos and foreign individuals or groups in recognition of their contributions to Philippine development and to the welfare of Filipinos abroad.[1] The program has been covered by Philippine and diaspora media, which have highlighted the achievements of awardees in areas such as education, health, and cultural promotion.[2]
History
[edit]The awards were established in 1991 through Executive Order No. 498 issued by President Corazon Aquino. The order directed the Commission on Filipinos Overseas (CFO) and the Department of Foreign Affairs to manage the awards system.[3]
Since its creation the program has been held every two years, with the ceremony traditionally taking place at Malacañan Palace.[4] News reports in 2022 described the awards as a way for the Philippine government to recognize the impact of overseas Filipinos and their organizations across different sectors worldwide.[2]
As of 2024, more than 500 awards have been given to individuals and organizations in over 50 countries.[5]
Administration
[edit]The CFO acts as the secretariat of the awards. Nominations are usually submitted through Philippine embassies and consulates. A screening process is carried out by the CFO and reviewed by the Office of the President before the final awardees are announced.[6]
Award categories
[edit]The awards are presented in four categories:[1][5]
- Lingkod sa Kapwa Pilipino (LINKAPIL) Award – for individuals or groups abroad who contribute to livelihood, development, or humanitarian programs in the Philippines.
- Banaag Award – for those whose work benefits particular sectors or communities in the Philippines or among overseas Filipinos.
- Pamana ng Pilipino Award – for Filipinos overseas who have gained distinction in their profession and brought recognition to the country.
- Kaanib ng Bayan Award – for foreign nationals or organizations that have provided meaningful assistance to the Philippines or to Filipinos overseas.
Notable recipients

- Melvin Sanicas, Filipino physician-scientist and public health expert, conferred the Pamana ng Pilipino Award in 2024.[7][8][9]
- Carmen Lamagna, President of the American International University – Bangladesh, awarded the Pamana ng Pilipino Award in 2006.[10]
- Ging Hernandez, community leader in Europe, recipient of the Banaag Award in 2004.[11]
- Loida Nicolas Lewis, Filipino-American businesswoman and philanthropist, awarded the Pamana ng Pilipino Award in 1993.[12]
