Comment: Please note that "Notability" and "Significant" coverage as used on Wikipedia is jargon meaning coverage that discusses and analyses a subject directly and in detail. The Bloomberg article has two short mentions of Hughes, para. 1 and 3, with little analysis, the rest being quotes, and very little if any of it is analysis. Same applies to bne. Comment: Draft references appear heavily reliant upon employer PR/marketing including interviews provided to various fintech channels (press releases, etc are not independent or reliable), with several being interviews - per WP:IV: "The general rule is that any statements made by interviewees about themselves, their activities, or anything they are connected to is considered to have come from a primary source." Oliver Charles Hughes (born 27 June 1970; Folkestone, England) is an English banker. He is Chief International Growth Officer at TBC Bank Group,.[1] a London-listed financial services group and parent of Georgia’s leading universal bank, with a growing digital banking presence in Uzbekistan. He is also chairman of the board at TBC Digital, a holding company which manages TBC Bank Group's business in Uzbekistan[2]
Early life and education
[edit]Hughes has a Bachelor of Arts (First Class) degree in Russian and French from the University of Sussex, a Master of Arts degree in International Politics from Leeds University and a Master of Science degree in Information Management and Technology from City University in London.[3]
Career
[edit]Hughes was head of Visa in Russia at Visa International from 2004 to 2007). He was then CEO of Tinkoff (rebranded as T-Bank)[3] from 2007 until he stepped down in 2022. As Tinkoff CEO, Hughes helped grow the business from a newly established credit card startup[4] to a digital banking and lifestyle ecosystem,[5][6] with over 22 million monthly active customers by 2022.[7][8]
Hughes’s current role at TBC Bank Group includes overseeing its international expansion,[9] including scaling TBC Uzbekistan,[10] one of the largest digital banking ecosystems in central Asia by the number of registered users,[11] which comprises three fintech businesses: TBC UZ, the country’s largest digital bank; Payme, a digital payments app; and Payme Nasiya (Payme Instalments), an instalment credit business, which he does in close cooperation with Nika Kurdiani, CEO of TBC Uzbekistan.[12][13]
On June 25, 2025, TBC Bank Group announced that Hughes was appointed chairman of the board at TBC Digital, a newly-established holding company that manages the group's business in Uzbekistan[14][2]
He is also a member of the board of Tabby,[9] a shopping and financial services app operating in the Middle East and North Africa region.
