The Offshore Infrastructure Registrar is an Australian statutory office established by the Offshore Electricity Infrastructure Act 2021 to administer the licensing framework for offshore renewable energy infrastructure and electricity transmission infrastructure in Commonwealth waters. The Registrar manages licence assessments, provides advice and recommendations to the responsible Commonwealth minister on applications, oversees licence compliance and administration, and maintains the Register of Offshore Infrastructure Licences. Staff within the National Offshore Petroleum Titles Administrator branch of the Department of Industry, Science and Resources assist the Registrar to perform these functions.[1][2][3]
The Registrar is distinct from the Offshore Infrastructure Regulator which is responsible for work health and safety, infrastructure integrity and environmental management for offshore electricity infrastructure projects.[4][5]
History
[edit]The Offshore Electricity Infrastructure Act 2021 commenced on 2 June 2022 and established the Registrar to administer the new licensing scheme for offshore renewable energy infrastructure in the Commonwealth offshore area. On 14 February 2024 the responsible minister issued a Statement of Expectations, and on 11 April 2024 the Registrar published a Statement of Intent.[1][5][6]
Functions
[edit]Under the OEI Act and regulations, the Registrar:
- receives and assesses applications for feasibility, commercial, transmission and infrastructure licences
- provides advice and recommendations to the responsible Commonwealth minister on licence applications
- maintains the Register of Offshore Infrastructure Licences
- oversees licence administration and compliance and publishes forms and guidance
- prepares an annual report on activities under the OEI Act.[1][2][7][8]
Relationship to other entities
[edit]The Registrar is supported by assigned staff within the NOPTA branch. Safety and environmental regulation for offshore electricity infrastructure is performed by the Offshore Infrastructure Regulator. The Registrar and the Regulator publish separate guidance and policies to implement their respective functions.[2][9][10]
Publications
[edit]The Registrar issues approved forms and guidance and publishes an annual activities report after each financial year summarising licensing outcomes and compliance work under the OEI framework.[1][11]
