Introduction
[edit]Maurice WM Lee JP, BBS (Chinese: 李偉民) is a Hong Kong senior lawyer, writer, cultural commentator, radio host, and stage producer. Known for his interdisciplinary contributions to law, literature, and the arts, he has served in both public and professional roles across Hong Kong’s legal, media, and cultural sectors.
Biography
[edit]Lee developed a passion for writing since childhood, winning awards in various writing contests, including the Junior Police Call essay competition. While in Form 6, he received the Best Screenwriter Award at the RTHK Youth Drama Festival. He then applied and was accepted as a trainee into TVB’s inaugural Screenwriter Training Class as a young teenager. For several years, Lee balanced daytime secondary school and evening classes at the television station every week.
Upon graduating from Form 7 at Ying Wa College, he was admitted to the Faculty of Law of the University of Hong Kong. Simultaneously, he was recognized by the principal of the screenwriting class, Wu Sha, and worked as a part-time screenwriter at TVB. Struggling to decide whether to pursue law or screenwriting as his lifelong profession, he led a double life—balancing study and work—until his university graduation.
After becoming a lawyer in 1984, Maurice Lee did not give up writing. He has contributed to ATV Weekly, The Kung Sheung Daily News, Sing Tao Daily, Wen Wei Po , Sing Pao Daily News, Hong Kong Commercial Daily, East Week, and Ming Pao. He was also invited by RTHK to write scripts for legal programs and the television show《平步青雲》.
In 1995, he was appreciated and invited by Chan Chung-ling, publisher of Cosmos Books Ltd., to co-author “The Respondent”《被告:香豌豆》, Hong Kong’s first legal novel, with media personality Eileen Cha. This was followed by “Equally Guilty”《共罪命鳥》and “The Curse”《毗陀羅咒》. He later published separate essay collections and practical legal handbooks, such as “Happy Life”《活得更風騷》. His writing paused for several years due to legal commitments, but resumed in 2016 when online media “HK01” and “Orange News” invited him to be a columnist. Since then, he has continued contributing to other platforms including “Master Insight Media.”
With expertise in both the legal and cultural sectors, Lee has served as legal advisor to many organizations, including the Federation of Hong Kong Filmmakers, Hong Kong Film Directors’ Guild, Hong Kong Performing Artistes Guild, HKAPA Alumni Association, Hong Kong Association of Theatre Technicians and Scenographers, Hong Kong Art Gallery and Chinese Artists Association of Hong Kong (Barwo).
In terms of part-time media work, since 1996, he has hosted radio programs across various stations such as Metro Radio 《早晨In得叻》, Commercial Radio “Road Co-op” (《馬路的事》) , “Lawyer Maurice Kit Bag” (《法律師兄百寶袋》), “Legal Brothers”《法律師兄弟》 and Radio Hong Kong “Free as the Wind”(《講東講西》), with a focus on law and culture.
Around 2000, Lee was invited to serve as legal advisor to the Hong Kong International Film & TV Market (FILMART). In the 2010s, he served as legal advisor to Art Basel Hong Kong. Since 2021, he has served on the Art Committee of the Indra and Harry Banga Gallery at City University of Hong Kong. In recent years, he has also provided legal services to the Hong Kong Academy for Performing Arts and conducted legal seminars.
In addition to his legal and media work, Lee has actively contributed to public education and cross-border legal development. Around 2000, Lee served as a guest lecturer in the Master of Social Work program at the University of Hong Kong, focusing on Hong Kong law. In 2015, he was a guest lecturer on “Art Contract Law” at the Department of Cultural and Creative Arts of the Education University of Hong Kong. In the same year, he also served as a Consultant for the “Journey of Life”《生命旅程》 exhibition hosted by Rong Bao Zhai in Hong Kong. In 2017, Maurice Lee co-hosted a film creation sharing session at Hong Kong FILMART alongside the Oscar-winning producer Andrew Hevia. The following year, he returned to FILMART to host the “Sharing Session with Young Filmmakers,” an event organized by the Hong Kong Trade Development Council.
Moreover, Lee has delivered lectures to mainland Chinese scholars for the Hong Kong Home Affairs Bureau (now Home and Youth Affairs Bureau), and given introductory talks on the arts to secondary school students for the Hong Kong Education Bureau. As early as the 1990s, he served as a lecturer in the Hong Kong Law Training Course organized by the Chinese General Chamber of Commerce for mainland officials, supporting the legal development of mainland China. Notably, in 1989—at a time when no formal Chinese law curriculum existed in Hong Kong—he pursued a part-time Diploma in Chinese Law at the University of East Asia in Macau (now the University of Macau), becoming one of the first generation of Hong Kong lawyers to study Chinese law.
Since 2016, Maurice Lee has resumed active writing, contributing as a columnist to various media platforms such as HK01, Master Insight, Orange News, and Phoenix TV. After a hiatus of more than decade in publishing, he returned to authorship under the pen name “The Senior Culturist” 「佬文青」, collaborating again with Cosmos Books Ltd.

In the legal profession, Maurice Lee is not only a practicing lawyer in Hong Kong, but also a registered lawyer in the United Kingdom, Australia, and Singapore. He is recognized as a Foreign Law Consultant by the Supreme Court of Hawaii, USA. Additionally, he serves as a China-appointed Attesting Officer for the Ministry of Justice of China. He is also a Civil Celebrant of Marriages appointed by the Hong Kong government, and an arbitrator and mediator with several local and international institutions, including the Law Society of Hong Kong.
In the field of investment advisory, Maurice Lee is a Responsible Officer (RO) licensed by the Securities and Futures Commission (SFC) of Hong Kong. He holds licenses for Type 4 (advising on securities) and Type 9 (asset management) regulated activities.
In recognition of his contributions to both legal and cultural fields, Maurice Lee has been appointed as Justice of the Peace (JP) and awarded the Bronze Bauhinia Star (BBS) by the Hong Kong Government.
Additionally, in recent years, Maurice Lee has taken on the role of stage producer. His works include the play “The Liaisons”《情話紫釵》(2013), the concert “Private Music Room” 《由靈開始》 by Elisa Chan (2018), the drama “Tuesdays with Morrie” 《相約星期二》(2023), and the musical concert “You’ve Got a Friend” 《好在有朋友》(2025).
