Cheshire Community Action (CCA; legally registered as the Cheshire Community Council) is an English community development charity serving Cheshire and Warrington. Founded in 1930 as part of the rural community council movement, it supports community buildings, delivers rural housing enabling and community transport programmes, and partners with local authorities and the NHS.[1][2]

History

CCA originated as the county rural community council and is among the earliest such bodies in England, with the year of establishment recorded as 1930 by the national ACRE (Action with Communities in Rural England) network.[3]

The organisation has periodically partnered with government on community services and development initiatives. Parliamentary records note revenue support in 1993 for a sports development officer and subsequent programme funding during the late-2000s recession to support local community action.[4][5]

A 2019 House of Lords Select Committee report cited CCA’s community car schemes, serving around 250 passengers and covering 30,000 miles in the first half of 2016/17, noting impacts on health appointments and social isolation.[1] Earlier council decisions also describe CCA’s delivery model for such schemes in Cheshire East, recruiting and coordinating volunteer drivers.[6]

Rural housing enabling

Independent evaluation of Defra’s Rural Housing Enabler programme (2025) references CCA’s delivery and performance within national comparative analysis, evidencing its role supporting parish councils and communities to assess need and bring forward affordable housing sites.[2]

Community infrastructure and health partnerships

Cheshire West and Chester Council (CW&C) has routed small-grant funds through CCA, including the 'Community Chest' scheme to support residents’ independence and carers, with applications administered via CCA.[7] CCA also administered CW&C’s 'Warm, Welcoming Spaces' funding in 2022–23 and 2024–25.[8][9] In hospital discharge and community-based support, CCA has worked alongside partners in the 'Community Home First' programme at the Countess of Chester and Leighton hospitals.[10] Sector coverage also notes CCA’s role in local infrastructure collaboration and training for trustees of community buildings.[11][12]

Community Pride / Best Kept Village (legacy)

CCA (and its predecessor, Cheshire Community Council) ran the county’s Community Pride / Best Kept Village competitions for decades. Parish and council records from the 2010s refer to annual entry fees paid to CCA (e.g., the 59th Community Pride Competition in 2015) and parish participation.[15][16] The competition’s prominence is reflected in local planning and neighbourhood documents that list past Best Kept Village/Town placements.[17][18] Archival material relating to Cheshire Community Council’s work, including its role in county competitions, is preserved by Cheshire Archives and Local Studies.[19]

CCA is a charitable company registered in England and Wales; Companies House lists the legal name as Cheshire Community Council (company no. 03555199).[20] It is affiliated to ACRE as the member body for Cheshire and Warrington.[21]
