Muhammad Sher Shah was born on February 18, 1952, in the serene village of Kamagara, Talash, situated in Tehsil Timergara, District Dir Lower, Khyber Pakhtunkhwa. A proud member of the esteemed Pashtun tribe, the Yousafzai, he grew up embodying the values of integrity, courage, and perseverance deeply rooted in his heritage. From an early age, Muhammad Sher Shah displayed a keen intellect and a passion for learning. He began his educational journey in his hometown and later completed his matriculation from Government School Nasafa, Talash. His academic excellence continued as he achieved first division in F.Sc in 1972, followed by a Bachelor’s degree from Government College Thana, Malakand in 1975, also with first division. His pursuit of higher knowledge and justice led him to the prestigious Khyber Law College at the University of Peshawar, where he distinguished himself by securing second position upon completing his Law degree in 1980. Muhammad Sher Shah Khan completed his apprenticeship with advocate Muhammad Nazirullah in Peshawar and obtained his license to practice law from the Peshawar Bar Council in December 1980. He started practicing law in Timergara. Just a few months later, Advocate Jameel Lala, a renowned and respected advocate, was arrested by the military. Before leaving, he left a message for Sher Shah Khan to continue supervising and following up on his cases. Fifteen to twenty days later, when he returned, Muhammad Sher Shah Khan had argued 20 appeals, of which 19 were decided in his favor, while one resulted in a settlement between the parties. Impressed by Muhammad Sher Shah Khan's outstanding performance, Advocate Jameel Lala offered him to stay and work with him. Thus, Muhammad Sher Shah Khan continued practicing with him. They stayed together until 1993. Muhammad Sher Shah Khan often said that Advocate Jameel Lala was a great man. May Allah grant him forgiveness. During his legal career, Muhammad Sher Shah Khan was elected three times as the General Secretary of the District Bar and four times as its President. Due to his good manners and excellent guidance to juniors, most lawyers from other parties used to vote for him over their own candidates. At that time, the District Judges used to send names for the Additional District Sessions Judge (ADJ) posts. In early 1993, Muhammad Sher Shah Khan's name was sent. After the interview, Muhammad Sher Shah Khan was recommended. Since the Provincial Government used to make appointments in those days, alongside Muhammad Sher Shah Khan, the son of a judge from Peshawar High Court was also nominated, because at that time the Provincial Government used to make appointments. Along with Muhammad Sher Shah Khan, a son of a Peshawar High Court judge was also nominated. However, the governor at that time returned the case with objections. When the same lawyer was nominated a second time, the governor ordered that vacancies be advertised and exams be conducted in the style of Punjab. Consequently, for the first time, an exam was held for four Additional District Sessions Judge (ADJ, S) positions, and out of 1300 candidates, Muhammad Sher Shah Khan secured the second position. Thus, in November 1993, Muhammad Sher Shah Khan was appointed as an Additional Sessions Judge. Muhammad Sher Shah Khan served in Bannu, Peshawar, Swat, Mardan, and Takht Bhai. During that time, Muhammad Sher Shah Khan made many important decisions. One of his decisions was even internationally praised. Muhammad Sher Shah Khan sent a legal reference to the Peshawar High Court regarding pending cases after the abolition of the Pata Regulation, which is perhaps the first and last reference in the province's history and was highly appreciated. In the year 2000, Muhammad Sher Shah Khan was promoted to District Session Judge. In 2002, Muhammad Sher Shah Khan was appointed as a member of the Inspection Team (MIT) of the Peshawar High Court. During this time, Muhammad Sher Shah Khan created policies involving a paradigm shift, which gained significant recognition.
As an Additional Session Judge, while Muhammad Sher Shah Khan was fulfilling his responsibilities and pursuing a Shariah and Law course from NIPA (National Institute for Public Administration), the Peshawar High Court sent him to NIPA. Upon completion of the course, NIPA arranged visits for Muhammad Sher Shah Khan as a team leader to various Islamic countries, including Jordan, Egypt, Sudan, and Saudi Arabia. In 2005, he was appointed Registrar of the Peshawar High Court. He also served as a District and Sessions Judge in in various District of Pakhtunkhwa namely, District Swat, District Shangla, District Nowshera, and District Mardan, delivering decisions that were highly commendable and justice-oriented. As Registrar of the Peshawar High Court, Muhammad Sher Shah Khan performed his duties with great diligence and competence. During his service, he led various important seminars and conferences related to the judiciary. These included the first Judicial Conference held at the Peshawar High Court in 2002, the second Judicial Conference held in 2003, and the Provincial Judicial Conferences held in 2004 and 2005 at the Peshawar and Lahore High Courts. Additionally, he actively participated in a Seminar on Delay Reduction organized by the Asian Development Bank (ADB) held in Manila. Besides these, he has also received many certificates, such as: Orientation Course in Sharia' from International Islamic University, Islamabad, 1994 Certificate of Leadership and Decision Making from National Institute of Public Administration, Karachi, 2005. IELTS Professional Certificate with 6.5 Bands. One-week Training of Trainers. One-week training on Accounts at NIPA He was also honored with these. All these services and honors have given Muhammad Sher Shah Khan a distinguished position as an experienced, talented, and capable officer with leadership qualities.
The then Chief Justice of the Peshawar High Court Mr. Mian Shakirullah Jan took Muhammad Sher Shah Khan to Manila, Philippines, as a team leader for a special task, where the judiciary of the province participated in a conference already organized with the Asian Development Bank (ADB) concerning the provision of swift justice, and introduced the Access to Justice program. During his service, the Chief Justice of Peshawar High Court assigned Muhammad Sher Shah Khan various responsibilities, among which the foremost was appointing him as a Member Inspection Team (MIT) to oversee the performance of the district judiciary.
During this time, based on his excellent performance in this responsibility, the then Chief Justice, Justice Nasir-ul-Mulk, appointed him to the highest administrative position in the province (PHC), that is, Registrar of Peshawar High Court. As Registrar of the High Court, Muhammad Sher Shah Khan introduced excellent judicial reforms, including the Speedy Rewards Policy, Transparent Judicial System, Justice, and Access to Justice Program. Additionally, Muhammad Sher Shah Khan used to deliver lectures on various legal topics to judicial officers at the Federal Judicial Academy in Islamabad.
Muhammad Sher Shah Khan retired in 2011 and started practicing law at the Peshawar High Court in Mangora, Bench. Since Muhammad Sher Shah Khan was generally a determined and sincere person in his profession, he never believed in negligence at work. Within a short time, the workload of cases increased beyond his capacity. His health was no longer permitting, so he was forced to leave the legal profession. After moving from Peshawar, Muhammad Sher Shah Khan took employment as a legal expert at the Technical Educational and Vocational Training Authority. In 2014, Muhammad Sher Shah Khan was selected by GIZ as a legal consultant for Khyber Pakhtunkhwa and the Revenue Authority (KPRA). In 2016, based on his outstanding performance, the authority appointed him as Collector Appeals. During his employment, Muhammad Sher Shah Khan always tried to perform his duties with hard work and honesty. During his job, he also helped many poor young men in the area get employment. Muhammad Sher Shah Khan was a kind, compassionate, and gentle person. He never got angry. Despite holding high positions, arrogance was never found in his personality. He was a religious person who regularly studied Tafheem-ul-Quran (Syed Maududi), Maarif-ul-Quran (Mufti Shafi), and Tafseer Ibn Kathir.
Since he belonged to the sub-branch Osai Khel (Hasan Khel) of the Yousafzai tribe, at the request of the elders, during his legal practice, he also wrote the constitution (book) of Osai Khel, Nasruddin Khel.
Dr. Hanif Qazi is a native Kiwi Muslim of Pakistan who worked tirelessly to promote the wisdom and insight of Islam in New Zealand. Over the past fifty years, Dr. Hanif Qazi has made significant contributions to the social and economic development of New Zealand. He is a prominent agricultural and botanical scientist who joined Lincoln College (now called Lincoln University) in 1967 under the Commonwealth Research Fellowship. He completed research in genetics there and graduated with distinction in 1971. They obtained a PhD degree with distinction. Their services are not only valuable in the scientific field but also their role in interfaith harmony and positive social change is unparalleled. Recently, they highlighted the history, traditions, and the achievements of personalities from Thana in their book "Da Thane Walo Legacy." These individuals have played a significant role in social, educational, and national development. On page number 165 of this book, they have specially appreciated the life and services of Muhammad Sher Shah Khan. This highlights his personality as an honest and conscientious officer. Muhammad Sher Shah Khan had a heartfelt desire that the people of my area should be equipped with higher education and secure good positions to bring honor to the region and keep the history of Masaga alive. He never forgot the tireless efforts of his father, who earned a daily wage to provide him with an education.
The late Muhammad Sher Shah Khan left behind three sons and three daughters. Among them, the eldest is Imran Khan (XEN WAPDA), Navaid Anjum (Advocate High Court), Wasim Shehzad (Advocate) currently Pera Legal at Canada, while two daughters have an M.A. in English, and one daughter, Shakeela, wife of Dr. Tajdar Ali, recently passed the Public Service Commission exam and was appointed as ASDEO in the Education Department. She was the only candidate from Lower Dir to succeed in this exam.
