André Wameso Nkualoloki is a Congolese economist, politician, and senior civil servant. He was appointed Governor of the Central Bank of Congo (BCC) on July 23, 2025.[1][2]
EDUCATION
Graduated in Business Engineering and Management, with a specialization in Finance, from the Catholic University of Louvain (Belgium), he has over twenty-five years of experience in the banking, financial, and institutional sectors in the Democratic Republic of the Congo and internationally.
CAREER
He has held various strategic positions within the banking, financial, and institutional sectors. Before joining the Presidency, Wameso built a career in risk and audit, notably with Rawbank in the DRC and the Dexia Group in Belgium.
He later joined the Presidency of the Republic, where he served as Deputy Chief of Staff in charge of economic and financial affairs; he is also cited among senior officials accompanying the Head of State on key economic and diplomatic matters.[3][4][5]
Among the strategic projects he managed are the Banana deep-water port project, the recovery of oil blocks and mining assets under the Ventora agreement, the signing of the amendment to the 'Chinese mining contract' concluded between the DRC and the Chinese Enterprises Consortium (GEC), the Washington peace agreement between the DRC and Rwanda, as well as the ongoing bilateral agreement between the United States and the DRC.
He is also associated with public statements and endorsements of bilateral peace and cooperation agreements with neighbors, notably the June 2025 Washington peace agreement between the Democratic Republic of the Congo and Rwanda. [6]
Governor of the Central Bank of Congo
On July 23, 2025, he was appointed Governor of the Central Bank of Congo, succeeding to Malangu Kabedi Mbuyi.
He officially took office on August 4, 2025.[7]
His priorities focus on macroeconomic stability, the fight against inflation, and the modernization of the banking system.[8]
