Alcor is a company that helps tech product businesses set up and run their own software R&D centers in Eastern Europe and Latin America. It offers end-to-end services, including tech recruitment, Employer of Record (EOR), and operational support. Alcor was founded by Dmytro Ovcharenko in 2017 and has headquarters in Kyiv, Ukraine, and Palo Alto, CA, USA.
History
[edit]Alcor was founded on 1 August 2017 by Dmytro Ovcharenko, with its first office established in Kyiv, Ukraine. Shortly after its founding, the company began engaging with clients, such as People.ai, Grammarly, BIScience, Ledger, Dotmatics, and more.
In April 2018, Alcor became a partner of the IT Dnipro Community and subsequently opened an office in Dnipro. Three months later, in July 2018, a new office was launched in Odesa, followed by Lviv when they joined the Lviv IT Cluster.[1].
By January 2019, the company had become an advocate for a proposed bill aimed at strengthening the security of tech companies in Ukraine. In July of the same year, Alcor assumed the role of General Partner for Information Technology Law: KMA & Ukraine, a leading educational program for IT lawyers [2]. In October 2019, Alcor joined the American Chamber of Commerce in Ukraine.
Alcor expanded its operations to Eastern Europe in April 2022, establishing offices in Poland, Romania, and Bulgaria. By 2023, it had entered the Latin American market, with operations in Mexico, Colombia, Argentina, and Chile[3].
In June 2025, the company introduced Alcor OS[4], an all-in-one global staffing platform. The software was developed to simplify international hiring by providing tools for payroll automation, compliance monitoring, onboarding, and financial reporting, with the goal of improving transparency and efficiency in managing distributed teams.
As of 2025, Alcor has successfully built software R&D centers for over 30 clients[5].
